What is an Arbeitsbescheinigung?
An Arbeitsbescheinigung is the employer's official statement of your employment and pay data for unemployment insurance (Arbeitslosenversicherung). It shows when you worked, how much you earned, how much social security was paid, and why the employment ended.
The Agentur für Arbeit uses this to calculate your Arbeitslosengeld I (ALG I) entitlement before issuing the formal Arbeitslosengeld-Bescheid. Without correct employer data, your benefit amount or duration can be wrong — or payment delayed for weeks.
Three different documents — do not mix them up
- Arbeitsbescheinigung — from your employer (past wages, insurance, termination reason)
- Meldebestätigung — from the Agentur für Arbeit confirming you registered as unemployed (arbeitslos gemeldet)
- Arbeitslosengeld-Bescheid — the agency's decision on how much ALG I you receive and for how long

When you need the employer certificate
You need an Arbeitsbescheinigung when applying for ALG I after:
- Kündigung vom Arbeitgeber (employer termination)
- Aufhebungsvertrag (mutual termination)
- Fristlose Kündigung (immediate dismissal)
- Fixed-term contract ending (befristeter Vertrag) without renewal
- Employer insolvency — special rules may apply
Register as unemployed with the Agentur für Arbeit immediately when you know your job will end — at latest on the first day without work. Late registration can cost you days of benefit (Anspruchsverlust).
What the employer must state
Modern reporting is often electronic via the employer's payroll system (DEÜV-Meldung), but you may still receive a paper printout or PDF. Key fields:
- Beschäftigungszeiten — start and end dates of employment
- Entgelt — gross wages in the relevant period (usually last 12 months)
- Beiträge zur Arbeitslosenversicherung — unemployment insurance contributions
- Beendigungsgrund — reason employment ended (critical for Sperrzeit checks)
- Sozialversicherungsnummer and employer name
- Entgeltbescheinigung details if wages were paid in the notice period (Kündigungsfrist)

Employer deadline and refusal
Under § 312 SGB III, the employer must issue the certificate without delay when employment ends or when you request it for an ALG application. Many employers send it automatically with your final payslip or Arbeitszeugnis.
If the employer refuses or stalls:
- Ask in writing (email counts) with a clear deadline
- Inform your Agentur für Arbeit — they can request the data directly from the employer
- In extreme cases, the agency can estimate entitlements or impose fines on the employer
- Keep your Kündigungsschreiben, contract, and payslips as backup evidence
Do not wait months for a cooperative HR department — register as unemployed on time even if the certificate is still missing.
Errors — request a correction
Common mistakes that reduce ALG I:
- Wrong end date — especially if Freistellung (paid leave during notice) was not counted
- Missing months of wages or mini-job periods not merged
- Incorrect Beendigungsgrund (e.g. "Eigenkündigung" instead of employer dismissal)
- Part-time or Werkstudent status misreported
- Two employers in one year — only one certificate submitted
Request a Berichtigung (correction) from the employer in writing. If they refuse, object through the Agentur für Arbeit when you receive the preliminary calculation or the final Bescheid.
Meldebestätigung from the Agentur für Arbeit
After you register as unemployed (online, by phone, or in person), the agency sends a Meldebestätigung or confirmation letter. It typically shows:
- Your Kundennummer (customer number)
- Date you registered (Meldetag)
- Confirmation of Arbeitslosmeldung obligations — availability for work, reporting duties
- Sometimes your next appointment or required documents
This letter is not a payment notice. It proves you fulfilled the registration duty. Keep it with your job-ending documents until the Arbeitslosengeld-Bescheid arrives.
How termination type affects your claim
The employer's stated Beendigungsgrund feeds directly into Sperrzeit decisions:
- Betriebsbedingte Kündigung (operational) — normally no Sperrzeit if genuine
- Verhaltensbedingte Kündigung (misconduct) — Sperrzeit risk
- Aufhebungsvertrag — often treated as employee-initiated unless wording shows employer pressure
- Eigenkündigung (resignation) — Sperrzeit unless urgent personal reason
Review the draft Arbeitsbescheinigung before your last day if possible. Disputes are easier to fix before HR submits final data to the social security system.
Self-employed, mini-jobs, and gaps
ALG I requires sufficient employment insurance periods. If you were:
- Selbständig (self-employed) — different rules; you may not have Arbeitslosenversicherung
- Only on Minijob — limited or no ALG entitlement
- Abroad within the EU — coordination rules may apply
- On Kurzarbeit before termination — special wage data

What to do — step by step
Step 1: On learning the job ends, note the last working day and register with the Agentur für Arbeit immediately.
Step 2: Request the Arbeitsbescheinigung from HR — ask for a copy showing Beendigungsgrund.
Step 3: Check wages and dates against your payslips; request correction if anything is wrong.
Step 4: Keep the Meldebestätigung when it arrives; note your Kundennummer.
Step 5: Submit any additional documents the Agentur requests (Kündigung, Aufhebungsvertrag, Arbeitszeugnis).
Step 6: When the Arbeitslosengeld-Bescheid arrives, compare amounts to your expectation — file Widerspruch within one month if needed.
When to get help
- Employer refuses the certificate or reports false termination reason.
- You signed an Aufhebungsvertrag and HR coded it as resignation.
- Multiple employers in one year — unsure which periods count.
- Agency says you lack insurance months but you believe contributions were paid.
- ALG I denied while you still have rent and family obligations — need Bürgergeld bridge.
- Residence permit tied to employment — job loss plus benefit issues.
